POSITION TITLE Human Capital Licensed Coordinator SCHOOL/DEPARTMENT Human Capital SALARY ADM-1 FLSA STATUS Non-exempt REPORTS TO Director of Staffing and Licensure SUPERVISES None WORK WEEK SCHEDULE Monday-Friday WORK HOURS 8am-5pm NUMBER OF MONTHS PER YEAR 12 months POSITION PURPOSE:
The Human Capital Coordinator is primarily responsible for LINQ data management, the North Carolina Educator Evaluation System Administration and support, all aspects of licensure and salary administration, and the contact for the National Board Certified Teachers as well in regards to pay.
PREFERRED QUALIFICATIONS, CERTIFICATION AND LICENSE REQUIREMENTS:
? Bachelor's Degree in Human Resource, Education or related field preferred ? Two-four years of experience in Human Resources administration (required).
? Knowledge of routes to a North Carolina Teaching License.
? Knowledge of the LINQ management system is a plus.
? Knowledge of the district's Human Resources policies/procedures.

ESSENTIAL RESPONSIBILITIES & DUTIES :
Hiring:
? Facilitate the hiring process for the following:
School Nurses, Temporary Part Time Positions (tutors, afterschool), and Temporary Terminating Contracts.
? Assist with certified hiring as needed including interview teams, vetting candidates, reference checks, background checks, etc.
Student Teachers/Interns ? Ensure a current Memorandum of Agreement exists to between the LEA and university.
? Create a pool of educators who are interested in serving as cooperating teachers to student teachers, interns, etc.
? Facilitate the intake process for all student teachers, interns, etc.
to include background checks, new hire paperwork, email access, and instructional program access.
? Collaborate with the Director of Staffing and Licensure to expand collaboration efforts with university partners.
Recruitment:
? Collaborate with Director of Staffing Licensure to create a yearly recruitment schedule.
? Coordinate with district staff to attend recruitment events.
? Coordinate with HC Administrative Assistant to ensure registration and payment of events.
? Coordinate with HC Leadership to ensure appropriate literature is available for recruitment events.
Licensure and Salary Administration (Certified):
? Assists with the application of the compensation for certified employees.
? Works cooperatively in team setting to assure efficient and smooth administration of licensure procedures which includes monitoring teacher licensure status in LicSal (including pay status) and transmits appropriate communications to the Finance Department.
? Meets with all newly-hired licensed personnel to ensure updated and valid North Carolina Teaching License.
? Prepares licensure regulation information and disseminates to all appropriate employees.

? Requests NC Teacher Licenses through Online Licensure System for new Residency employees and processes license requests for employees to include renewing, converting and extending licenses, etc.
? Assists with requirements for Residency Licenses.
? Maintains information for teacher certification and verifies licensure requirements in a timely manner.
? Verifies applicants are HQ and have the correct area of licensure before hiring and evaluates transcripts.
? Monitors and updates licensure records and maintains a licensure file as part of the personnel file.
? Informs licensed personnel of employment status and licensure concerns through emails, letters, and phone calls.
? Sends appropriate licensure communications and documents to NCDPI Licensure Section in a timely manner.
? Collaborate with the Director of Staffing and Licensure to monitor the district exception list to troubleshoot mismatches in licensure and salary.
? Assists Director with identifying employees who are out of compliance with NCDPI licensure requirements.
Employee Evaluations:
? Monitors the NCEES Evaluation process and provides support to school administrators and other evaluators in the use of the online system.
? Tracks the NCEES evaluation process and ensures the Director/Chief are aware of any issues that result from below standard or unacceptable ratings.
? Accesses and interprets information from the NCEES online portal.
? Provides technical support to Principals/District Administrators in navigating the North Carolina Evaluation System.
? Maintain and publish evaluation calendars for certified staff.
? Monitor school compliance with evaluation calendar and provide needed reports for the Director/Chief of Human Capital.
? Oversees the collection of yearly classified evaluation processes.
? Provides information to all new classified employees to the evaluation process.
? Ensures the Director/Chief is aware of any issue resulting from a below standard rating on the classified evaluation process.
Beginning Teacher Files ? Maintains a BT file for all Beginning Teachers.
? Inputs employment data entry for Beginning Teachers into LINQ.
? Gathers documentation for the Beginning Teacher Coordinator Program for state audits.
? Coordinate with Administrative Assistant the payout of stipends to mentors.
Other Duties and Special Projects As Assigned WORKING CONDITIONS PHYSICAL DEMANDS Work is considered light physical work requiring the exertion of up to 20 pounds of force WORK ENVIRONMENT Employees in this position are required to work in indoor and outdoor environments, and come into direct contact with OCS staff, students and the public.
